The base in these contracts is the preponderance of public interest on the interest ofindividuals, it distinguished that the general conditions determined at the beginning and the submitted person does not have to apply for the contractwith the administration discuss them, the administrative contract is onlyone of the administrative mean to ensure the functioning of public serviceand contributes to the functioning.
